The 1970 Working Party was appointed in the spring of 1970 to examine racism within Philadelphia Yearly Meeting. The Working Party issued a Preamble in June which in turn was the impetus for the establishment of the Economic Development Fund for Disadvantaged Minority Groups in March of 1971.
