ALS. Writes to the Secretary of the Liverpool Institute, declining an invitation to speak. He is engaged elsewhere and "the Education Department . . . does not at all like its inspectors to make speeches." He is going to Ipswich "only because I want to see whether the working men cannot be interested in improving middle-class education, since the middle class itself is so indifferent on the subject."
