Scope and Contents
Beginning in August 1942, fifteen CPS men were detached from their units for a year-long program in international administration at Columbia University. The program emphasized post-war preparation of relief, rehabilitation, and reconstruction. The COs made up about 30% of the group which included other civilians; about half of the attendees were naval officers. Fuson describes the program and its goals.
