General Note
The General Committee on the Limitation of Armament originated with a call issued by labor leader Samuel Gompers. At a conference in Washington, D.C., Oct. 18 and 19, 1921, a statement of objectives was agreed upon and foundations of a permanent organization laid. Reduction of naval armaments was a primary move toward permanent peace.
