Waldo Heinrichs Collected Papers

Waldo Heinrichs; Waldo H. Heinrichs, Jr.; born 1925 (do not confuse with his father, Waldo H. Heinrichs, Sr. (1891-1959)); professor of history at Johns Hopkins University; in 1965, offered proposal for negotiations in Southeast Asia regarding the escalating war in Vietnam; between 1976 and 1982, spearheaded a group of diplomatic historians and scholars regarding a legal case (Smith Simpson v. Cyrus Vance); the controversy between the parties focused on a publication of the Department of State entitled the Biographic Register; by letter of April 27, 1978, plaintiffs requested access to the Register for the years 1975, 1976, and 1977, stating that their studies of the functioning and development of the Foreign Service had been impaired by the decision of the Department to discontinue public distribution of the Register; in 1982 the D.C. Circuit court affirmed that the information did not have to be disclosed.
