Three anti-war demonstrators chained and waiting to be arrested. Note on back: "Wait to Be Arrested. Harrisburg, PA. The last three anti-war demonstrators kneel in front of the Federal building in Harrisburg, PA holding onto a chain waiting to be arrested. Girl in center has wrists handcuffed to chain.
