Envelope reads: "War tax resistance demonstration(s)." 22 black-and-white images of crowds of demonstrators both out on the street and inside. Four of the images are of a distinct street corner with a large white building, the streets filled with demonstrators. Eight of the images feature demonstrators inside with signs in a nondescript room [hallway?] as well as a waiting room.
